FARE ADJUSTMENT COMMENCES June 2017

This document was received from the Department of Planning, Transport and Infrastructure. Please find included information of the new maximum fares for Adelaide metropolitan taxis, representing an increase of 3%. This is the first time fares have been raised in three years and a welcome increase in earning opportunity for taxi drivers. The new fares have been gazetted and will come into operation on 1 October 2016 (from 12.01 am).

In addition, these changes introduce an additional peak period fee of $2 per trip occurring between 12.01 am and 5.59 am on Saturdays, Sundays and Public holidays. This payment is to go to taxi drivers as incentive to work overnight weekend shifts.

Note: only taxis approved by the department to carry 5 or more passengers are allowed to have a meter that can charge tariff 3 and tariff 4 for multi-seat work.

The $1 point to point transport transaction service levy will not apply from 1 October 2016. DPTI will advise you when this levy is to come into operation.

In order to prepare your systems, this $1 amount is to be charged per completed journey (not per passenger) and is not to be built into the flagfall. The charge is to be calculated with GST not applicable, and should appear on the meter screen as a separate extra.

NEW RATES AS OF DECEMBER 23rd 2013
The Public Transport Division of the Department of Transport, Energy and Infrastructure is responsible for regulating taxi fares for metropolitan taxis. In September 2009a third and fourth tariff were introduced for multi-seater taxis (more than 4 passengers).


Tariff One applies for taxis hired between 6.00am and 7.00pm Monday to Friday.

Tariff Two applies to taxis hired between: 7.00pm - 6.00am Monday-Friday and weekends and on all public holidays.

Tariff Three is for more than 4 passengers (6 people including the driver) and covers the same period as Tariff One.

Tariff Four is for more than 4 passengers (6 people including the driver) and covers the same period as Tariff Four.

Payment Options
Upon completion of a journey the customer is obligated to pay the metered fare plus any additional charges.In Adelaide, the only additional charges are the Airport Service Fee which is not showing on the meter (currently $2 for taxis leaving the Airport) and a Soiling Fee if required.
The fare can be paid through the use of the EFTPOS terminal in the taxi, using debit and selected, credit and charge cards, SATSS Voucher, State Government subsidised taxi travel program or by cash.
Your driver has the right to request from you proof of payment prior to the commencement of your journey. You should check with your driver prior to the commencement of your journey as to an acceptable method of payment.

Card types and limits:
Cabcharge Cards - Receive authorisation if fare looks like exceeding $100.
MasterCard, VisaCard - The limit is $75
American Express - There is a limit of $100 on transactions unless prior authority has been provided
Diners Club Card - There is a limit of $100 on transactions unless prior authority has been provided
MotorPass and JCB Cards - The limit is $75
Direct Debit Cards - where the amount is limited by the funds available in the customer's account.
SATSS Voucher, State Government subsidised taxi travel program - Government subsidy of 50% or 75% of the fare, not including additional levies, up to a maximum subsidised fare of $40.

A service fee may apply to the use of Payment Cards.

Concierges

Objectives of the Program

Taxi Concierges experienced in operating at Managed Taxi Ranks together with security guards if needed, can be monitored by the police and close circuit CCTV to provide a safe and Managed environment for people to access taxis, to ease traffic congestion and prevent problems between potential passengers vying to get away after a late night out.  They can feel confident that they can access a taxi safely and hassle free.  Taxi drivers feel happier in the knowledge that customers will be seeking only licensed taxis in a safe environment.

Visible uniforms

Concierges wear highly visible uniforms and are experienced in crowd control and traffic management.

Passenger confidence

Passenger can be confident that the taxis are fully licensed and accredited and have a safe, well lit taxi rank.

Orderly behaviours

At any of the Managed taxi rank locations passengers are expected to queue in an appropriate and orderly manner.  The Taxi Rank Concierges will allocate passengers to taxis.  Good lighting signage and street furniture will make managed taxi ranks even better.
Abusive or inappropriate behaviour towards Taxi Concierge’s, security guards or other patrons waiting in the managed taxi rank queue will not be tolerated.  People who behave in this manner will be asked to leave the rank and the police will be called in cases of continuing abusive or inappropriate behaviour

Hours of operation

The Taxi Concierge normally works between the hours of 11 pm to 4 am or until the queue is cleared, operating on Fridays and Saturdays.

Code of Practice

To ensure fairness and civility there is a Code of Practice for Concierges to follow and a complaints procedure.

Taxi Rank Concierge and Managed Ranks

Managed Managed Taxi Ranks have become a feature of some busy spots in Adelaide’s CBD and at special events. Ranks are managed by qualified, Taxi Council Concierges and security personnel on Friday and Saturday nights between 11.00pm and approximately 4.30am.

The managed ranks are located at the North Terrace entrance to Adelaide Casino, the south eastern corner of Morphett and Hindley Streets, Pulteney Street near entrance to Rundle Mall, East Terrace, eastern side of King William Street near the entrance to Rundle Mall and the HQ Nightclub. There is also a managed rank on Colley Terrace at Glenelg.

Taxi Rank Concierges were introduced in Adelaide's CBD to maximise taxi availability and to ensure the safe loading of passengers into taxis. Taxi Rank Concierges help prevent disorder on busy ranks, assist with the queues, assist with multi-hiring, manage the flow of taxis, and organise people into taxis.

The Taxi Council SA believes that a uniformed security officer, together with industry Taxi Rank Concierges will prove to be a beneficial partnership. They help late night revellers to stay safe, and discourage people from drink driving. The scheme is intended to also promote safer travel at night in the city as part of the taxi transport strategy.

Passengers attending the Rank will be asked their destination by a trained Taxi Rank Concierge and allocate a taxi  in order of arrival. When multi-hiring the Concierge will allocate passengers to a taxi travelling in the general direction of the first passenger.

Special Event Taxi Ranks

Taxi Rank Concierges are also available to service Adelaide's clubs, pubs, tourist attractions and major entertainment venues. They allow for the movement of large numbers of people quickly and safely after sporting events, dinners and concerts.

Our people assist with the smooth flow of people from your function into waiting taxis, ensuring that they can leave the venue without any problems capping off a wonderful event. Crowds are cleared with the least possible inconvenience.

Concierges are in regular contact with the Taxi Companies across Adelaide to attempt to maximise Taxi availability, handle specific requests, and ensure the smooth running of the Rank.

A Special Event Taxi Concierge will cost $55 per hour (incl GST). The cost includes consultation and establishment services, trained Concierges and Security Officers when required.

The TCSA reserves the right to nominate the number of staff required for the efficient operation of the Rank at any event or venue.

Careers

The Taxi Industry is ripe with opportunity for career progression into different paths. While the commonly held view of a career in the industry is one of a driver, there are many other options that many may not be aware of.

There is always demand for good taxi drivers and driving a taxi is an excellent starting point to learn and progress through the industry. After driving for a while, learning what is required to become successful and to determine if it is the right industry for you, you may decide to become a taxi operator. As a taxi operator you must buy or lease a taxi licence and purchase a vehicle suitable to operate as a taxi.

In the future you may decide to:
•Run a fleet of cars
•Open a workshop for crash or mechanical repairs

If you are no longer able to drive but enjoy being involved in the industry, there may be opportunities in areas such as:
• A telephone operator, dispatcher or marketing or administration officer at a taxi radio company (Centralised Booking Service)
• A camera, meter or technical installer at one of the accredited suppliers

There are many complementary industries associated with the Taxi Industry to which you can migrate.

These include:
•Trainers
•Gas installers
•Mechanics
•Telephonists/Dispatchers
•Marketing
•Administration

What is required from a good Taxi driver?

The work

Taxi drivers drive a variety of vehicles. They pick up passengers and take them to their destination, working out the quickest and most efficient route for charging a fare.

Day-to-day tasks include:
•helping to load and unload passengers' luggage
•helping passengers to get in and out of the vehicle
•keeping the vehicle clean and in a roadworthy condition
•experience in dealing with money. Self-employed drivers will also keep their own accounts and deal with tax returns.
•taxi drivers must keep their taxi clean and in good condition.
•they must abide by a code of conduct and obey all of the instructions given to them by authorised officers from the regulator.
•they must give a high standard of customer service and be honest and trustworthy.

Taxi drivers are linked by radio to a Centralised Booking Service (Taxi Company) that relays details of where to pick up the next customer. Taxis can be pre-booked by passengers and be flagged down on the street. They can also be booked in advance but can also wait at taxi ranks or pick up passengers while on the move, especially around busy areas, such as the CBD, railway station, airport, shopping centres, hotels and clubs.

Good taxi drivers combine the “hail” work, with knowing when it is busy at spots such as the airport or rail depot and they will also take work dispatched from their radio system. A good taxi driver will maximise the time he/she has a passenger in the taxi, he will look for work in the area he has dropped before moving on. Some drivers like to do contract work such as school or hospital runs.

Hours and Environment

Taxi drivers often work between 40 and 60 hours a week, including evenings, nights and weekends. Friday and Saturday evenings are usually the busiest times.

Drivers spend most of the time at the wheel, driving to and from destinations, sometimes in heavy traffic. As they spend a great deal of time on the road, they must always be aware and drive carefully. Taxi drivers are deemed to be professional drivers and must drive accordingly.

Skills and Interests

To be a taxi driver, you need:
•good driving skills and an awareness of road safety
•a detailed knowledge of the area, including street names, major landmarks and one-way systems
•the ability to manage and plan your own time
•good communication skills
•an awareness of disabled access issues and regulation
•the ability to remain calm in heavy traffic
•the ability to deal politely but firmly with angry or drunken passengers
•good numeracy skills for cash handling and accounts
•a sound understanding of laws and regulations relating to licensing, insurance and road use.

To become a taxi driver

You do not need any formal qualifications but will need a driver’s licence and taxi driver accreditation. See section on Taxi driver training.

Once you have your accreditation you will find driving opportunities close to your home. Taxi Operators are always looking for good drivers and they are located in all parts of Adelaide.
